My Platform for the City of San Francisco and District 10

When you hold views which are radically different from the perspective of the status quo, it's hard to write a political platform because it's difficult to know when to stop. If I were going to write a platform giving full voice to my values it would include measures such as my Faith Based Initiative, a progressive plan which is focused on economic empowerment, candidate screening through the CCJA, and resource services. The result of this initiative would be the development of the infrastructure necessary to increase prosperity and meet employment goals by providing pre-screened candidates. What I have produced below is a move toward a unique direction, but not nearly as extreme of a departure from the status quo.

Economic and Workforce Development
  • In District 10 the number one priority is jobs for the immediate future, with careers as the ultimate goal.
  • There must be Memorandums of Understanding with companies wishing to do business in District 10, allowing a reasonable percentage of commerce and employment opportunities for residents.
  • The Shipyard and Candlestick Development Project not only represents jobs and career opportunities for the residents of District 10, but it also represents additional business and commerce opportunities.
  • We can establish our shared goals through a Community Project Economic Development Agreement.
  • All ideas generated through the agreement will create a friendly climate for small business and positive relationships with their relative city departments. Jobs and opportunities in various industries abound in San Francisco. Strengthening our relationships with industry will provide District 10 residents access to those opportunities.
Public Safety
  • Peace should be the first concern of all government, as it is the prayer of all. Public transportation must be made safe.
  • Implement a routine neighborhood watch, of which I will be an active member.
  • Megan's Law must be redrawn to require notification in a more expansive manner to eliminate gaps in the system.
  • Improved relations between law enforcement and residents of District 10 by holding meetings in the communities of District 10. Create partnerships betwen citizens, Police Department, Sheriff's Department, Public Defender and District Attorney's office, Juvenile Hall, youth organizations and youth.
  • As a result of the unity of District 10, those who traffic in fear, hate, drugs, and violence will fail to undermine our people's love of safety and prosperity for all.
Education
  • Full funding for Head Start, Free and Reduced lunch programs, and after school programs.
  • Full support of school personnel, including teachers, administrators, and support staff, and their unions so that we don't lose another employee due to a budget shortage.
  • Increased funding for primary and secondary schools, with an emphasis on vocational training.
  • Increased funding for existing District 10 libraries and schools.
  • Career Planning should begin as soon as possible to help keep students motivated to learn. They will know where they are going and why a GPA is relative to their future.
  • I believe that District 10 can meet its educational obligations with federal, local, and individual support. With our unified teamwork we can address the most pressing issues, including classroom construction, basic materials, and careers.
Older, Senior and Disabled Citizens
  • I will fight against budgets cuts that negatively impact this vulnerable group of citizens, and work to help them enjoy the same services in our District as other districts.
  • A reasonable number of dedicated housing units on first floors of all housing units using government funding.
  • Establish District 10 Senior & Disabled Adult Task Force working under the Network for Elders.
  • Work towards the Dr. George & Cathy Davis Aging Campus would provide a one-stop location for their healthcare needs and well-being. Our older adults and senior citizens have paid their dues and taken care of us, now it is time we take care of them in the manner they so richly deserve.
  • Promote "stay in your own home". Create mobile healthcare and wellness service for those who are sick and shut-in, but wish to remain in their homes. Often times our older adults and seniors have to give up their homes because of a lack of care. They don't do well when removed from the home they've live in for many years, leaving behind one of their most valuable commodities, visual memories.
Youth & Young Adults
  • Partnerships with business, industry clusters and government to commit on the job training slots.
  • Job preparedness workshops working with the Bayview Hunters Point Foundation, Positive Directions, One Stop and other youth based agencies.
  • Offer a 4/4 plan for youth attending high school and have demonstrated financial need. School 4 hours and work 4 hours, with a GPA requirement.
  • City-wide Summer Neighborhood Youth Employment Program, with GPA requirement based on students' ability.
  • Our Youth and those approaching emancipation face great challenges in becoming self sufficient. We need more commitment from the business community to provide jobs. An annual job fair with real job commitments from businesses is a viable solution.
Small Businesses
  • We must be "Small Business Friendly" and consistent, while using "common sense". Small businesses in San Francisco are a major source of employment. The "fees" they are subjected to are often cost prohibitive, inspections and licensing can be deterrents to their ability to remain in business in San Francisco. We must re-evaluate how we treat our entrepreneurs and small businesses to create a climate conducive to this fundamental source of jobs. San Francisco cannot afford to lose any more businesses.
Welfare Reform
  • Government supported day care for the children of employed single parents.
  • Restructuring of benefits and training resources, so those capable of employment can support themselves eventually. Those capable of limited employment should receive supplemental benefits for self sufficiency with work requirements.
  • Welfare benefits for the unemployable (mentally ill, physically unfit, etc.) adequate to maintain a reasonable standard of living.
  • Financial assistance for those foregoing employment to care for invalid relatives and spouses.
  • New standards must be set for teen and unwed mothers. This has been used as a crutch and hinders young women's ability to become professional women.
  • There must be better accountability on the part of welfare recipients and their efforts to seek employment. Welfare is a temporary solution and time limits for benefits must be mandated. The generational curse, of welfare from one generation to the next, must be broken.
  • We must welfare a deterrent to pregnancy in young, unmarried women. We cannot continue to "reward" young women who get more money for each baby they have and a place to stay, with requiring some accountability. There must be enforcement of mandatory workforce development of parents receiving welfare assistance. We are preparing for the future.
Environment
  • Restoration Advisory Board (RAB) comprised of members from various religions and cultures. This group would have the power to recommend and assist in the implementation of enviornmental protection through reporting.
  • Partnership between the EPA, Arc Ecology, District 10 residents and impartial parties to monitor environmental concerns and infractions.
  • Rigorous enforcement of environmental regulations, and fines set substantially greater than the cost of compliance.
  • Retailers would be required to accept all product packaging for recycling for products that they sell.
  • Standardize glass packaging to encourage reuse with a deposit on reusable packaging.
  • Local government will employ District 10 and San Francisco residential workers to sort trash to recover all recyclable materials and reduce landfill mass. Voluntary home sorting would be encouraged. Sorting by industry would be mandatory.
Transportation
  • Fix MUNI Now - improve service and put passengers and safety first.
  • Effective, efficient and working security for Muni passengers immediately.
  • Shift spending from automotive highways to rail-bases mass transportation.
  • Reduce suburban dependency on automobiles by establishing a computer-scheduled network of shuttle busses between homes, transportation centers, and shopping centers.
  • Seniors could schedule pickup through a dial-in system or through the internet.
Gay Rights
  • No one should be punished solely based on their sexual orientation.
  • Prohibition or discrimination on the basis of sexual orientation, we are not the judge, there is only one and He is God. In the end, everyone will stand before their maker and account for themselves. Our job is to make sure our hearts and minds are right, not to judge others.
  • When we don't practice tolerance, but instead operate based on personal judgment, we tend to act hatefully and violently toward citizens of San Francisco and District 10, whom I vow to protect.
The Shoreline
  • The future for the residents of District 10 is bright. The California Air Resource Board (CARB) has passed a policy that requires major California Ports to provide Shore Power, also known as "Cold Ironing", to certain Sea Going Vessels, including Cruise Ships, by 2014. Cold Ironing provides energy to ships while they are docked so the ship can shut down its engines and reduce emissions. Good planning will allow us to go to Shore Power earlier than mandated. We should seize the opportunity to remove these toxic emissions for our city before 2014.
  • The economic and employment possibilities are limitless with Cold Ironing. The expansion of San Francisco Port Terminals to accommodate more vessels means more commerce and more jobs in the city. Our city greatly depends on tourism, and additional Cruise Lines represent a growth opportunity we can't pass up.
Healthy Grocery Stores
  • We must have grocery stores in all the communities of District 10. Overweight and diabetes abound. Currently there are more unhealthy places to purchase food and no healthy alternatives. This must be reversed so our children will benefit from healthy food.
  • I will work hard to bring major grocery stores to all communities of District 10.
Employment Reform
  • Laws preventing hiring of individual contractors as a way of evading provision of benefits must be prohibited and eliminated.
  • Law prohibiting employers from laying-off any employees for 36 months after a corporate sale or merger. The fine for attempting to circumvent this law by manufacturing a pretense for termination shall be three times the amount of the employee's annual compensation, plus reinstatement of the employee and payment of all lost wages.

Conclusion

Statistics say I am a leading candidate for the position as your next Supervisor of District 10 because I am not a career politician. Therefore, I'm not blinded by alliances and political views. For example, one of my life long goals was to become a real estate broker in my community, and help people experience the pride of homeownership. It is time for a new guard because the last one has failed us. Becoming the next Supervisor of District 10 is not a career move but a sincere desire to put people first.

District 10 is one people. The welfare, progress, security, and survival of each of us reside in the common goal and the sharing of responsibilities and benefits by all. I believe that to be an effective leader you must be a tremendous listener. My desire to be the Supervisor stems from the need to amplify the voices of an educated District. This is a remarkable opportunity for a local girl to make good. Ultimately, my goal is to inspire all to reach for the stars and become a part of the political process by not allowing their humble beginning or their circumstances hinder them from the process of change. I stand for the empowerment of the people and look forward to cultivating our greatest resource, THE PEOPLE Of District 10.
